This $145-million courthouse project was delivered under the Government of Ontario’s Infrastructure Ontario Alternative Finance Program. As the mechanical and electrical compliance engineers for the project, Smith + Andersen worked closely with Infrastructure Ontario consultants and with the Ministry of the Attorney General’s staff (including architects) and courthouse users. Our compliance working included assisting IO in the evaluation and selection of the DBFM consortium during the Project RFQ and Project RFP process. This role also included the preparation and governance of the mechanical and electrical output specifications and related performance documents as well as design and site peer review.
The Waterloo Regional Consolidated Courthouse was specified with high expectations for energy requirement and power redundancy. The project was specified to achieve LEED Silver Certification, with an overall energy target of at least 38% improvement over the Model National Energy Code (MNECB).
