Healthcare at the heart.

Frank graduated in 1985 from Chongqing University in the field of mechanical engineering. Eighteen years later, he joined Smith + Andersen and has since become a well-respected leader by both clients and co-workersalike. 

Over the course of a nearly 40-year career, Frank has worked on and led projects in a range of market sectors, with a focus on healthcare. Frank’s long list of experience includes award-winning P3 developments, such as Humber River Hospital (Global Best Project Awards in 2016), Niagara Health System (Toronto Construction Association Awards in 2012), and Peel Memorial Centre for Integrated Health and Wellness (ASHRAE Technology Awards in the healthcare facilities category in 2020). More recently, Frank has contributed to Corner Brook Acute Care, the largest geothermal project in Canadian Healthcare. Whether he is working on a DBFM-delivered project, a multi-phase redevelopment, or additions to an existing hospital, Frank’s understanding of the challenges, limitations, and innovative opportunities on these projects make him an integral leader of our healthcare team. 

Based out of Toronto, Frank is a member of Professional Engineers Ontario (PEO). He has a passion for integrating sustainable designs into high-performing buildings, and is an American Society of Heating, Refrigerating and Air-Conditioning Engineers (ASHRAE) certified high-performance building design professional, as well as a Canada Green Building Council (CAGBC) LEED Accredited Professional.
